Hong Kong Charts Bold Course for Virtual Asset Leadership with ASPIRe Roadmap

Hong Kong's Securities and Futures Commission (SFC) has unveiled an ambitious strategy aimed at reinforcing the city’s reputation as a premier global hub for virtual assets. The newly launched "ASPIRe" roadmap introduces a structured framework designed to enhance market accessibility, strengthen regulatory safeguards, and drive digital asset innovation.
A Five-Pillar Strategy for Growth
The ASPIRe roadmap is built on five strategic pillars—Access, Safeguards, Products, Infrastructure, and Relationships—each addressing critical facets of the virtual asset ecosystem. The SFC emphasized that this initiative is a dynamic, evolving blueprint that will shape Hong Kong’s digital asset landscape for years to come.
Dr. Eric Yip, Executive Director of Intermediaries at the SFC, highlighted the roadmap's broader vision, stating, “This is not merely a regulatory framework but an invitation for industry-wide collaboration to push Hong Kong’s innovation frontier while ensuring robust market safeguards.”
If fully realized, the roadmap is expected to create a more inclusive, secure, and forward-thinking environment for digital assets. Key objectives include introducing new licensing protocols for over-the-counter (OTC) trading and custodial services under the Access pillar, while Safeguards will tighten investor protection measures. The Products pillar seeks to broaden the spectrum of virtual asset offerings, including new token listings and derivatives, whereas the Infrastructure component aims to enhance market oversight through advanced technological applications. The Relationships pillar focuses on fostering closer cooperation between regulators and industry stakeholders.
Strengthening Hong Kong’s Regulatory Edge
As part of the roadmap’s implementation, the SFC is reviewing OTC trading activities, with a second consultation phase expected before finalizing a licensing framework for custodians by the end of 2025. The regulatory body has already taken significant steps, including the introduction of the Virtual Asset Trading Platform (VATP) licensing regime in 2023. By early 2024, 10 platforms had received licenses, including major industry players like Bullish and HashKey.
