US House Passes Housing Bill With 2030 CBDC Ban, Sending Crypto Policy Shift to Trump

The US House of Representatives has approved a major housing reform package that also includes a provision blocking the creation of a central bank digital currency (CBDC) through 2030, marking a significant development in the ongoing debate over digital assets and government-controlled financial systems.

The 21st Century ROAD to Housing Act passed the House with a 358-32 vote after receiving overwhelming support in the Senate, where lawmakers approved the legislation 85-5. The bill now moves to President Donald Trump, who has indicated support and is expected to sign it into law.

The CBDC restriction prevents the Federal Reserve from issuing or developing a digital currency that functions similarly to a CBDC, either directly or indirectly. The provision is set to remain active until December 31, 2030.

Republican lawmakers and crypto supporters have argued that government-issued digital currencies could create expanded financial surveillance risks, while critics have debated the potential benefits and drawbacks of such technology.

The measure revives key elements from Representative Tom Emmer’s Anti-CBDC Surveillance State Act, which previously passed the House but failed to gain traction in the Senate. Its inclusion in the housing legislation represents one of the strongest congressional actions against a US CBDC initiative to date.

At the same time, the bill protects certain private digital assets by allowing dollar-based stablecoins that are described as “open, permissionless and private,” creating a distinction between decentralized crypto assets and government-controlled digital currencies.

The housing legislation primarily focuses on affordability and housing policy, but the CBDC language became a central point of attention during negotiations between lawmakers. With both chambers now aligned, Congress can shift its focus toward other crypto-related priorities.

Among the next major issues is the Senate’s proposed crypto market structure legislation, known as the CLARITY Act, which aims to establish clearer rules for digital asset markets. However, progress on that bill has slowed amid disagreements among lawmakers, financial groups and crypto industry representatives.

The passage of the CBDC ban gives crypto advocates a major policy win, while the broader fight over the future of digital finance in the US continues.
