Sberbank Joins Russia’s Crypto Exchange Register as Regulation Advances

Russia’s central bank has added Sberbank to its register of organizations permitted to exchange digital currencies, expanding the country’s growing network of regulated cryptocurrency service providers.

According to a Monday report from Interfax, Sberbank joins eight other organizations listed in the register, including state-controlled VTB and T-Invest Lab, which belongs to T-Technologies, the owner of online bank T-Bank.

The latest approval follows another regulatory milestone for Sberbank last month, when it became the first bank in Russia to receive authorization to provide Bitcoin custody services. The Bank of Russia approved the bank to maintain records of digital currencies and facilitate transfers involving Bitcoin and other cryptocurrencies.

The authorization allows Sberbank to integrate crypto-related services into platforms that customers already use, the bank said, according to the report. Its planned crypto wallet is expected to launch in December.

Russia Expands Its Crypto Framework

Sberbank’s latest approval comes as Russia introduces a broader legal framework for digital assets. A law covering digital currencies and digital rights took effect on September 1, establishing rules for cryptocurrency transactions through existing financial intermediaries and newly authorized market participants.

Under the framework, crypto exchanges can facilitate the buying and selling of digital currencies, while digital depositories maintain records of ownership and associated rights.

Banks and other financial organizations have been able to apply to the Bank of Russia for the necessary licenses since October 5. Certain established market participants can use a simplified notification process, potentially gaining authorization within one day.

The changes are designed to bring more cryptocurrency activity into regulated financial channels by allowing licensed institutions to offer services alongside traditional investment products.

Investor Limits Set Under New Rules

Russia’s framework also establishes different access conditions for retail and qualified investors.

Investors who do not meet the requirements for qualified status will be allowed to purchase Bitcoin, other cryptocurrencies and stablecoins through a single intermediary, subject to an annual limit of 300,000 rubles, or approximately $3,556.

Qualified investors will have broader access to cryptocurrencies traded on both exchange and over-the-counter markets.

The distinction creates separate investment conditions based on investor classification, while allowing regulated institutions to participate in the expanding digital asset market.

December Marks Another Crypto Milestone

Sberbank’s planned wallet launch in December is expected to coincide with another development in Russia’s cryptocurrency market. The Moscow Exchange is also preparing to introduce crypto trading that month, following testing with professional market participants.

The two launches would mark further progress in Russia’s efforts to integrate digital assets into its financial infrastructure.

With Sberbank now included in the crypto exchange register and already authorized to handle Bitcoin custody, the bank is positioned to expand its digital asset services as the country’s new regulatory framework takes shape.
