Ohio is poised to take a bold step into digital finance with the introduction of House Bill 18, legislation that could make it one of the first U.S. states to allocate public funds toward cryptocurrency investments.

House Bill 18: A Modern Portfolio Strategy for Ohio
Championed by Republican Representative Steve Demetriou, the Ohio Strategic Cryptocurrency Reserve Act proposes allowing the state Treasury and public retirement systems to invest in digital assets and related exchange-traded products (ETPs). Unlike past crypto-focused bills, HB 18 takes a broad, flexible approach by not singling out any specific tokens—keeping options open for a range of digital assets based on market conditions.

Under the proposal, the state Treasurer would spearhead the development and oversight of this new asset class, while Ohio’s retirement funds would be free to join the initiative after conducting their own risk assessments.

Crypto Gains Ground in Ohio’s Legislature
The bill arrives on the heels of House Bill 116—the Ohio Blockchain Basics Act—which was passed with strong bipartisan support (68–26). That law exempts crypto transactions under $200 from capital gains taxes, signaling a wider effort by state lawmakers to normalize digital assets in financial and tax policy.

Transparency Still in Development
Although HB 18 has generated enthusiasm from crypto advocates and forward-looking investors, the legislation has yet to be accompanied by a fiscal note or state financial analysis. Lawmakers are expected to address these gaps before the bill advances, particularly regarding how much capital might be allocated and the safeguards to ensure transparency and accountability.
